Most employees do not receive a tax return as they only have employement income which is subject to PAYE.
You are more likely to be sent a tax return if you have additional income such as letting income, investment income or a second job or if you are a company director or a higher rate tax payer.
If you have not been sent a tax return but you believe that you might owe some tax at the year end it is up to you to ask the tax man to send you a tax return to complete... unfortunately in the eyes of the taxman, ignorance is no excuse.
